Inspector Blackburn was shot to death by a man who had barricaded himself in his apartment on Mermaid Lane near St. Martins Lane, Chestnut Hill, armed with a shotgun. The man was found not guilty by reason of insanity. He was a 25-year veteran of the force. Inspector Blackburn was survived by his wife and three children.
